Yes, if the USB-C port of your laptop, tablet or phone supports video (often marked with a DisplayPort or Thunderbolt symbol). You then get video and power through one USB-C cable. If not, use HDMI with an extra USB cable for power.
Check that the USB-C cable is in port USB-C 1. If your USB-C port does not support video, use HDMI. Also try another port on your device.
The monitor is not getting enough power. Connect the USB power adapter or a power bank to the free USB-C port, or lower the brightness.
Yes, as an extra display the monitor works fully on a MacBook with USB-C. Touch only works to a limited extent on a Mac, because macOS is not designed for touchscreens.
